STB looks like something to do with AutoCAD Plot Style Table http://filext.com/detaillist.php?extdetail=STB but I am pretty sure that has nothing to do with this file. STB.EXE is Spyware and a Trojan, by itself. Such as Plugin.STB. Probably is executes the same file, but maybe in a different address or different parameters. I cannot find anything to be sure of though. Can you pull the properties of that file and look to see if there is any difference?

I'm installing MS IntelliPoint and there are 2 options...
setup.exe and setupstb.exe

the only thing I found online for stb was "set top box" but that looked like a mistake.

What are the differences?
