Have you tried doing a system restore? Perhaps the registry or a cpl (control panel extension) is corrupted.

The icon in control panel is not there to add/remove programs. How can I get to it?
Also the "Set program Access and defaults" will not open(is it supposed to?) when clicked.
Using xp home on this one.
