I had downloaded wget, and it wasn't working, so I rebooted in safe mode and tried it (still no success)
then i rebooted to normal mode, but all explorer windows stayed in 'safe mode' appearance.

I fixed the situation by right clicking 'my computer', 'advanced' , 'performance' , 'set for best appearance'... and now the appearance is normal again.

Was that the problem you were having, when going into safe mode, then normal, it would look like you were in safe mode, but you were not? And you fixed it right?

my previous post didn't post.
The problem was that after changing to Safe Mode, and back to normal... my explorer kept the appearance of Safe Mode (all white, no backgrounds in windows, etc)

I fixed it by right clicking 'my computer', 'advanced' , 'performance' , 'set for best appearance'

I realize that the problem started after I had changed to Safe Mode and then back.

windows has kept the safe mode appearance, even tho i've restarted in normal mode
