Could be you need new drivers, the refresh rate is too high, you need to reset the video card. Try another monitor; boot into safe mode (http://www.microsoft.com/windows98/usingwindows/maintaining/tips/advanced/safemodeboot.asp) if by booting into safe mode it works let us know. Check the video card itself to make sure it is properly seated. And at what point during the boot up process does the monitor back out?
