Have you tried a virus and a spyware scan?

I have a Windows 98 computer upstairs, and it had been having a lot of problems lately. My dad tried to fix it, but he just messed it up more and now nothing on the desk top shows besides the background. You can't click, and there isn't even a mouse. Do you know what's wrong with it? Thanks
