tried to install a x2winmodem, seemed to install ok, but when I try to dialup it says the modem is being used by some other program and won't startup.

The Answer

The Win modem is using a resource that another piece of hardware is using.  It is probably one of your COM ports.  You should also check the compatibility of that modem with your PC.  It will list on the box the minimum requirements of the PC you are installing it into.  Although, I've seen Win modem installed into PC that don't that enough recommended processor speed.  You may want to try to disable one of your COM ports through the BIOS (access usually by pressing the Delete key or the F2 key) and also delete that same COM port out of Windows.  Then reinstall the win modem.  Win modems can be a pain when you try to change what COM port or IRQ you want them to use.
